A graduate of the University of Toronto and Cambridge University, Norman Hillmer is Professor of History at Carleton University. He is the author of Empire to Umpire: Canada and the World to the 1990s (1994: with J.L. Granatstein), For Better or For Worse: Canada and the United States to the 1990s (1991: also with J.L. Granatstein), and Negotiating Freer Trade: The United Kingdom, the United States, Canada, and the Trade Agreements of 1938 (1989: with Ian M. Drummond). He has written numerous scholarly articles and has also edited ten books on Canadian foreign policy, the Second World War and the British Commonwealth. Professor Hillmer is also a member of the editorial board of the CD-ROM Canadian Encyclopedia.
Professor Hillmer is a former Senior Historian at the Department of National Defence (1980-1990) and he has been President of the Canadian committee for the History of the Second World War since 1983. He is the holder of the Queen's Silver Jubilee Medal and the Distinguished Service Award of the Canadian Historical Association. Holding both the Marston LaFrance Fellowship and a grant from the Social Sciences and Humanities Research Council of Canada, Professor Hillmer is currently writing the biography of O.D. Skelton, the founder of Canada's modern foreign affairs department.
